Jerusalem, May 20, 2013 A new study conducted using extensive medical records of over one million Israeli adolescents before military service shows clearly how exposure to the Israeli sun of young, light-skinned children increases substantially the risk of cutaneous melanoma (a serious form of skin cancer).

The incidence of cutaneous melanoma is on the rise in all parts of the world where light-skinned people live. Rates have tripled over the last decades in the United States, and the rise was even steeper in Europe.

What about in Israel? What segments of the population are more at risk and at what stage? Dr. Hagai Levine and Prof. Jeremy Kark from the Hebrew University-Hadassah Braun School of Public Health and Community Medicine and other researchers set out to find the answers, using records of young Jewish males who were examined between 1967 and 2005. These men were followed up by data linkage for cancer incidence until the end of 2006. Females were not included because their baseline data were available only for a more recent period.

In their study, the researchers found not surprisingly a quadrupled higher risk of skin cancer among native-born Israelis of European origin (including the Americas, Australia and South Africa) and those immigrating from those countries over those of North African or Asian origin.

Israel's subtropical latitude means residents are exposed to more solar radiation than in much of Europe, and therefore the findings implicate childhood sun exposure as a clear, preventable risk factor for melanoma. But even for those who spent their childhood in Europe, the data showed that those who came to Israel before age 10 had almost double the risk of cutaneous melanoma compared to those who arrived from Europe later in childhood.

The study of melanoma susceptibility according to countries of origin is especially suited to Israel because of the massive immigration that has taken place since the establishment of the state, bringing Jews of varying skin hues from Europe, North Africa and Western Asia.

The study on Israel and cutaneous melanoma was published recently in the International Journal of Cancer. In addition to Dr. Levine and Prof. Kark, researchers from the Israel Defense Forces Medical Corps, the National Cancer Registry and other institutions participated in the work.

They used an extensive database culled from military medical examinations, enabling them to conduct a large-scale migrant cohort study in order to identify high-risk populations and critical periods of sun exposure during childhood, which would aid in directing public health and research efforts.

Israel is one of the few western countries where military service is mandatory. All Israeli Jewish adolescents are obligated to present themselves at age 17 for a medical board examination before military service (even if exempted later from service). Consequently, use of these data provides a generally representative sample of the young Jewish population, particularly of males.

These findings, say the researchers, provide solid support for the importance of stressing the issue of childhood sun exposure, particularly in light skinned people, as a preventable risk factor for cutaneous melanoma and can aid in directing public health and research efforts.

AP CEO calls records seizure unconstitutional

WASHINGTON (AP) ? The president and CEO of The Associated Press says the government's seizure of AP journalists' phone records was "unconstitutional" and already has had a chilling effect on newsgathering.

Gary Pruitt says the Justice Department's secret subpoena of reporters' phone records has made sources less willing to talk to AP journalists.

The Justice Department disclosed the seizure of two months of phone records in a letter the AP received May 10. The letter did not state a reason, but prosecutors had said they were conducting a leaks investigation into how the AP learned about an al-Qaida bomb plot in Yemen before it was made public last year. Pruitt said the AP story contradicted the government's claim at the time there was no terrorist plot.

Pruitt spoke on CBS' "Face the Nation."

'Endless Love' remake seduces rising stars Rhys Wakefield and Emma Rigby

By Jeff Sneider

LOS ANGELES (TheWrap.com) - Rising stars Rhys Wakefield and Emma Rigby have joined the cast of Universal Pictures' remake of romantic drama "Endless Love."

Shana Feste ("Country Strong") is directing the film, which stars Alex Pettyfer and Gabriella Wilde as teenage lovers from opposite backgrounds.

Bruce Greenwood and Robert Patrick play Wilde and Pettyfer's fathers, respectively.

Wakefield will play Wilde's older brother who is under pressure to live up to the legacy of his late older brother.

Scott Stuber and Pam Abdy of Bluegrass Films are producing "Endless Love" with Josh Schwartz and Stephanie Savage of Fake Empire. J. Miles Dale and Tracy Falco are executive producing.

Josh Safran wrote an earlier draft of the screenplay, which has since been rewritten by Feste. Kristin Lowe and Chloe Yellin are overseeing the project for Universal.

Wakefield is quickly becoming a favorite on the Universal lot, as he also stars in its home invasion thriller "The Purge," which hits theaters on June 7. He previously starred in their studio's 2011 thriller "Sanctum," which was executive produced by James Cameron. The Australian actor just wrapped "Rita," Miguel Arteta's Bravo pilot starring Anna Gunn, and he'll also be seen in the indie movie "The Philosophers."

Rigby starred on the hit Brit series "Hollyoaks" and has appeared on the BBC America series "Ripper Street." She recently wrapped the indie movie "The Physician" and will soon be seen as the Red Queen on ABC's "Once Upon a Time in Wonderland."

Wakefield is represented by CAA, Anonymous Content and Sloane, Offer, Weber, and Dern, while Rigby is repped by WME, Alan Siegel Entertainment and Independent Talent Group.

Inmate In Wisconsin Jail Knocks Out Guard With 1 Punch (VIDEO)

It was swift and brutal. An inmate at a Wisconsin jail knocked out a guard with one punch, newly released video shows.

Caught by surveillance cameras, the March 27 fight apparently erupts as three corrections officers gather lunch trays and another enters the room. The alleged puncher, identified by the Marathon County Sheriff's Department as Fredrick Morris, can be seen in the footage adopting a fighting stance and coldcocking Officer Julie Christensen with a right hand to the face. She falls hard to the floor while Morris tangles with another guard.

Christensen (also spelled Christiansen in court documents) was knocked unconscious by the hit from Morris and was taken to intensive care and remained hospitalized as of Thursday, Wisconsin Public Radio (WPR) reported.

According to WPR, a deputy claimed that during the incident prisoners had shouted, "Hope she dies," as Christensen lay on the ground.

Morris was charged with several counts of battery, according to a criminal complaint. He was transferred to a facility in Lincoln County, Wisc., the Marathon County Courthouse told The Huffington Post on Friday.

After the attack, safety conditions at the Marathon County jail were evaluated by a civilian panel this week, CBS local affiliate WSAW reported.

"What I saw was a battlefield," panel chair Paul Jones said of the video footage, per WPR. Another panelist, Mike Beck, said the incident made him distrust the jail's administration.

Iran's chief nuclear negotiator: we're being asked to make all the sacrifices

Saeed Jalili, Iran?s chief nuclear negotiator and a presidential candidate, says that offers from six world powers demand far more short-term sacrifices of his government than the Islamic Republic considers reasonable or reciprocal.

The current offer from the so-called P5+1 group (the US, Russia, China, Britain, France, and Germany) requires Iran to suspend all 20 percent uranium enrichment, disable an impregnable underground enrichment facility at Fordow, and agree to more intrusive inspections, before modest relief from sanctions that have crippled its economy.

?Their proposals are unbalanced,? Mr. Jalili told The Christian Science Monitor in an Istanbul interview today, a day after his inconclusive meeting with Catherine Ashton, the EU foreign policy chief who leads negotiations for the P5+1. ?The other party needs to appreciate that they need to table proposals that have the necessary balance," says Jalili. "If they accept to do so, then we can engage in talks that will hopefully bring about that required balance.?

Compared to past full-fledged rounds of negotiations, this session in Istanbul amounted to little more than diplomatic maintenance, though slight progress may have been made. Jalili says Iran and the P5+1 will continue their nuclear diplomacy ?in the near future" and that ?last night we talked about how these steps can complement one another, how we should design these steps that are of the same weight."

RECOMMENDED: How much do you know about Iran? Take our quiz to find out.

But Iran is preparing for a presidential election on June 14 that makes a nuclear breakthrough before then seem highly unlikely. Mr. Jalili is among a handful of high-profile conservative candidates. At a press conference today he said Iran is ?ready to continue our talks with the P5+1 whenever they are ready, before or after the presidential election in Iran.?

Ms. Ashton, who is also the EU's foreign policy chief, said: ?We had a useful discussion. It was not a negotiating round. We talked about the proposals we had put forward and we will now reflect on how to go on to the next stage of the process.?

Top priority for the six world powers has been halting Iran?s most sensitive nuclear work ? uranium enrichment to 20 percent, which is a few technical steps from bomb grade ? to prevent Iran from ever getting a nuclear weapon.

Iranian officials say they reject nuclear weapons for religious reasons, but insist that Iran has the ?right? as a signatory of the Nuclear Non-Proliferation Treaty to enrich uranium for peaceful purposes, which include medical isotopes and nuclear energy.

BALANCE ON THE TABLE

Did Jalili receive any signals from Ashton, that she and the P5+1 recognized the imbalance he complained of? ?Yes, I did get the impression that at least they have accepted ? a need for the proposals to be balanced,? Jalili says. ?We have to wait and see.?

American and EU officials have long argued that the Islamic Republic ? which is subject to four sets of United Nations Security Council sanctions, and crippling US and EU measures that have choked oil exports and frozen Iran?s global financial transactions ? must take the first steps, as part of ?confidence building measures? to show that Iran was ?serious? about talks.

Before the dinner Wednesday night, Ashton echoed other senior P5+1 diplomats when she stated that ?good proposals? were on offer: ?We believe we have put forward a good, comprehensive, fair, and balanced approach, a confidence-building measure that we think is a good start.?

The P5+1 argues that because Iran has not resolved outstanding claims about past weapons-related work with the UN?s International Atomic Energy Agency (IAEA) ? charges Iran maintains are based on fabricated documents ? the burden is on Tehran.

?The onus is on Iran,? the top US negotiator on Iran, Undersecretary of State for Political Affairs Wendy Sherman, told Washington lawmakers yesterday. She said that Iran responded to the ?very reasonable and balanced? P5+1 proposal last month by ?putting very little on the table and asking a lot in return.?

?When Cathy Ashton has dinner with Jalili this evening, her message to him will be that we are united, that unless Iran is ready to have serious talks where they put a substantial response on the table, that it will be very difficult to sustain the P5+1 negotiations,? Ms. Sherman testified.

NUCLEAR AMBITIONS?

She spoke of Iran?s ?nuclear weapons ambitions,? though US intelligence agencies assess that Iran has not made a decision to make a bomb. Sherman said that ?although the sanctions relief [the P5+1] put on the table is not significant, it is meaningful.?

Jalili could not see the process more differently. He casts the P5+1 as the reluctant party, which until now has not clarified to Iran that the endgame ? in exchange for Iran permanently limiting its nuclear advances ? will also ensure that its ?right? to enrich uranium will be recognized, and sanctions will be lifted.

Jalili likens the grinding nuclear diplomacy to a long road. ?For the totality of this 100 kilometers, we have ideas, we have proposals,? he told the Monitor.

At talks in Moscow last spring, Iran had put forward a comprehensive set of proposals, as an initial counter-proposal to the P5+1, which he says covered the whole distance. At the Almaty I talks in February, the P5+1 wanted to focus on only a portion of that offer, perhaps 25 km of road.

At the last round, the Almaty II talks in early April, Jalili says he told the P5+1 that, ??Right now we can start moving towards and reach kilometer number five.? They responded that they needed time to study this. They were supposed give me a reply in a few days time, and that turned into 40 days. That tells us it is their turn to give us a response."

Iran?s Supreme Leader Ayatollah Ali Khamenei has ruled out direct talks with the US for now and in February said that sanctions and other pressure are akin to the US ?pointing the gun at Iran and say[ing] either negotiate or we will shoot.?

In her testimony before the Senate Foreign Relations Committee, Sherman said: ?Over nearly 5,000 years, Persian civilization has given the world innovations in culture, art, medicine and government. But today the historic greatness has been set far back. The limitless potential of Iran?s people has been stifled.?

She noted that the US and Iranian national wrestling teams were competing at Grand Central Station yesterday, in a joint bid to keep wrestling as an Olympic sport, ?but sadly this show of healthy competition and good sportsmanship is a deep, deep exception.?

Sherman said, ?I find the regime odious,? but also stated that the US wanted to change Iran?s behavior ? particularly its nuclear calculus ? and? not change the regime itself.

RECOMMENDED: How much do you know about Iran? Take our quiz to find out.

?I don?t think the supreme leader has made the strategic decision to, in fact, deal on their nuclear program,? said Sherman. ?I believe it is all part of a broader projection of power and assertion of Iranian authority and point of view??

When Sen. Tim Kaine (D-VA) asked ?how creative? the US was being to provide an ?internal face-saving? way out for Iran, so as not to ?completely paint your opponent into a corner,? Sherman said there was a diplomatic way out, and also that pressure would increase.

?It is our belief ? and the intelligence community supports this? ? that increased pressure is part of the solution here; that this is [in Iran] a culture of resistance but, at some point, they will and can make the strategic decision to truly deal on their nuclear weapons.?

Referring to aspects of Sherman?s testimony, Jalili told the Monitor: ?As you might appreciate, the US is in no position at the moment to issue ultimatums. And this language, unfortunately, is the language ? the words ? that created so much headache for the US around the world.?

?After everything is said and done, the Americans usually make such mistakes,? Jalili added. ?And as each day passes, they seem to make fresh mistakes. These mistakes do not come cheap; they are very expensive.?

Google's Knowledge Graph Gets Smarter, Adds Statistics And 4 New Languages

IMG_8646Amit Singhal, Google’s senior VP of search, today announced that Google’s Knowledge Graph will start exposing a number of statistics as graphs on the search results pages today. Google is also adding Polish, Turkish, Simplified Chinese and Traditional Chinese to its lineup of supported Knowledge Graph languages. With regard to the statistics, Singhal said the system will also try to predict what your next question will be and add related statistics to the graphs. Say you want to know more about the people who live in India, Google may also show you stats for China. Singhal also recapped a number of Knowledge Graph features that expose users personal information – the kind of information Google Now would usually expose, too. These are currently available in beta and uses can sign up for it here. The Knowledge Graph, Singhal said, has enabled Google to move beyond keywords. “It allowed us to answer questions we couldn’t previously answer.” Clearly, Google has been investing heavily in this technology and the company also today announced its new voice-enabled conversational search feature that makes it even easier to find answers from the Knowledge Graph.

PFT: Woodson reportedly expected to visit Broncos

PollardGetty Images

Safety Bernard Pollard isn?t simply done talking about the Ravens.? He?s done talking to the Ravens.? Well, at least some of them.

Pollard tells 105.7 The Fan in Baltimore that he won?t be attending Baltimore?s post-Super Bowl visit to the White House.

?I?m not gonna be there,? Pollard said.? ?I gotta sit this one out, man.? I actually have a vacation with my family and then I?m coming back to get [my ring].? If I didn?t have a vacation, I wouldn?t come in anyway.?

So what?s the problem?

?It?s not my teammates,? Pollard said.? ?It?s not my teammates at all.? I would celebrate with them any time, any day of the week I would celebrate with them.? But at the end of the day, I know what happened, I know what took place. . . . I?m sorry, I just don?t want to be in the room with certain people.?

Pollard didn?t name the ?certain people? with whom he doesn?t want to share space.? But he heaped praise on G.M. Ozzie Newsome and owner Steve Bisciotti, so it?s apparently not them.

?Ozzie is great,? Pollard said.? ?Ozzie is amazing.? I love Ozzie, man, he gave me an opportunity.? Mr.? Bisciotti.? It?s just one of those things where they made some moves, they cleaned house, Ozzie put together a really, really good defense as we see on paper right now.?

Pollard still seems to be particularly troubled by the situation that has been characterized in the media as ?practically a mutiny,? along with its potential link to his release.

?I?m just a player where you ask me my opinion, I?m gonna tell you,? Pollard said.? ?And for you to get upset or whatever afterwards, you know, you asked me.? That?s that. . . .? We were just asked our opinion about something.? And we let the coach know our opinion. . . .? It was us as players. . . .? We were asked, the floor was open.? And we responded, and let the coaches know how we felt, and that?s how it has to be as a football team.? We can?t walk around on eggshells as a football team.?

Though Pollard didn?t specifically mention coach John Harbaugh, it?s likely that he?s one of the people against whom Pollard holds a grudge.

Then again, Harbaugh and the Ravens ultimately may be in the right.? Pollard will never admit ? indeed, he may not even realize ? that he was out of line or over the top in anything he said or did while with the Ravens.? Still, Pollard has a reputation for being outspoken, for complaining, and for drawing too much attention to himself.

?Three teams in how many years,? one source said in the wake of Pollard?s release. ?Soon four.? What does that tell you??

The Ravens surely didn?t expect Pollard?s habit of complaining to suddenly change once he was released.? Still, if he can manage not to complain his way off the roster in Tennessee until 2014, it?ll be well worth the price of admission to see the Ravens and Titans get together in Baltimore.

Photonic quantum computers: A brighter future than ever

May 13, 2013 ? Harnessing the unique features of the quantum world promises a dramatic speed-up in information processing as compared to the fastest classical machines. Scientists from the Group of Philip Walther from the Faculty of Physics, University of Vienna succeeded in prototyping a new and highly resource efficient model of a quantum computer -- the boson sampling computer.

The results will be published in the upcoming issue of the scientific journal Nature Photonics.

Quantum computers work by manipulating quantum objects as, for example, individual photons, electrons or atoms and by harnessing the unique quantum features. Not only do quantum computers promise a dramatic increase in speed over classical computers in a variety of computational tasks; they are designed to complete tasks that even a supercomputer would not be able to handle. Although, in recent years, there has been a rapid development in quantum technology the realization of a full-sized quantum computer is still very challenging. While it is still an exciting open question which architecture and quantum objects will finally lead to the outperformance of conventional supercomputers, current experiments show that some quantum objects are better suited than others for particular computational tasks.

The computational power of photons

The huge advantage of photons -- a particular type of bosons -- lies in their high mobility. The research team from the University of Vienna in collaboration with scientist from the University of Jena (Germany) has recently realized a so-called boson sampling computer that utilizes precisely this feature of photons. They inserted photons into a complex optical network where they could propagate along many different paths. "According to the laws of quantum physics, the photons seem to take all possible paths at the same time. This is known as superposition. Amazingly, one can record the outcome of the computation rather trivially: one measures how many photons exit in which output of the network," explains Philip Walther from the Faculty of Physics.

How to beat a supercomputer

A classical computer relies on an exact description of the optical network to calculate the propagation of the photons through this circuit. For a few dozen photons and an optical network with merely a hundred inputs and outputs, even today's fastest classical supercomputer is unable to calculate the propagation of the photons. However, for a boson sampling computer this ambitious task is within reach. The researchers met the challenge and built their prototype based on a theoretical proposal by scientists at the Massachusetts Institute of Technology (USA). "It is crucial to verify the operation of a boson-sampling computer by comparing its outcome with the predictions of quantum physics. Ironically, this test can only be performed on a classical computer. Fortunately, for small enough systems classical computers are still able to accomplish this," as Max Tillmann, first author of the publication, points out. Thus, the researchers successfully showed that their realization of the boson-sampling computer works with high precision. These encouraging results may lead the way to the first outperformance of classical computers in the not-so-far future.

North Korea names another new armed forces minister

SEOUL (Reuters) - North Korea has replaced the hardline general who headed its armed forces ministry, in a further reshuffling of the top brass by young leader Kim Jong-un.

General Jang Jong-nam was named "minister of the People's Armed Forces" by state news agency KCNA in a report, the third official to take the role since Kim Jong-un formally assumed power in North Korea just over a year ago.

Jang, a relatively unknown general, was previously commander of the First Corps of the Korean People's Army.

The report would appear to show that armed forces ministry chief Kim Kyok-sik, reputed to have been behind the 2010 shelling of a South Korean island that killed four people, had been replaced.

Kim Kyok-sik himself was only named armed forces minister last November in a move North Korea watchers believed was part of an effort to solidify the grip of North Korea's young leader over the army.

The post of minister of the armed forces is considered subordinate to the Army Chief of General Staff and its head of the Political Department.

Jang is one of a group of younger soldiers who are stepping up to replace men who grew up under the country's founder Kim Il-sung, South Korean daily Chosun Ilbo reported.

It is not known how old Jang is.

Frequent reshuffles of top army figures have triggered speculation the 30-year old Kim Jong-un, the third of his family to rule North Korea, may be seeking to reassert the power of the Workers' Party of Korea over the country's generals.

Gartner: Android and Samsung dominate the phone market in Q1

Gartner Android and Samsung dominate the phone market in Q1

If you've been following the trends, Gartner's mobile phone market figures for the first quarter of 2013 won't surprise. The research firm estimates that Android was on 74.4 percent of all smartphones sold in the period, with Samsung the key beneficiary of such dominance. While the Korean behemoth doesn't release solid sales figures, Gartner believes its market-flooding strategy has paid off, topping the league with 30.8 percent market share -- Apple has a firm grip on second place, with 18.2 percent, which is well ahead of LG, which has 4.8 percent. Samsung is also king of the mobile phone space, owning 23.6 percent of the market, ahead of Nokia, which has fallen to 14.8 percent share. Gartner's research also found that feature phone sales are slowing, so we guess that it's only a matter of time before the humble candybar goes the way of the netbook.

IRS official knew in 2011 of 'Tea Party' targeting: watchdog report

By Kim Dixon and Patrick Temple-West

WASHINGTON (Reuters) - A senior Internal Revenue Service official knew in 2011 that IRS agents were giving extra scrutiny to conservative Tea Party groups, according to documents from a watchdog office obtained by Reuters on Saturday.

In a scandal that has already embarrassed the IRS and become a distraction for the Obama administration, a report from the Treasury Department's Inspector General For Tax Administration (TIGTA) was expected to be issued publicly next week on the IRS practice, who knew about it and when.

As more information emerged over the weekend, the White House said President Barack Obama was concerned about the conduct of a few IRS employees.

White House spokesman Jay Carney said: "If the inspector general finds that there were any rules broken or that conduct of government officials did not meet the standards required of them, the president expects that swift and appropriate steps will be taken to address any misconduct."

The TIGTA report finds that Lois Lerner, who heads the IRS's tax-exempt groups unit, knew of the extra scrutiny as early as June 2011.

On Friday, in remarks that triggered a storm of controversy, Lerner publicly apologized at a legal conference in Washington for what she termed "inappropriate" targeting by the IRS of conservative groups applying for tax-exempt status.

She said the practice was confined to an IRS office in Cincinnati and that it was "absolutely not" influenced by the Obama administration. She said none of the targeted groups was denied tax-free status.

The TIGTA report was requested last year by Republican Representative Darrell Issa, chairman of a congressional investigative panel, after he accused the IRS of targeting conservative groups.

TIGTA has found that the IRS singled out groups with the words "Tea Party" or "patriot" in their names for closer scrutiny, according to a TIGTA document.

IRS CHIEF DENIED KNOWLEDGE

In March 2012 in congressional testimony, then-IRS Commissioner Doug Shulman said the IRS was not making it harder for conservative groups to become tax-exempt.

Shulman stepped down at the end of 2012 when his term ended. Steven Miller was named acting head of the agency.

The IRS said in a statement on Saturday that the TIGTA report was correct. The statement said officials in the IRS exempt organizations division knew of the screening and that "IRS senior leadership did not have this level of detail."

The statement said that while "mistakes were made," there "were not partisan reasons behind this."

Although part of the executive branch, the IRS is considered an independent agency and officials try to stay out of politics.

According to the TIGTA document, the IRS was singling out the conservative groups as early as March 2010.

The document says managers in the "determinations unit" told specialists to be on the lookout for applications from organizations linked to the Tea Party, a political movement that favors smaller government and fewer and lower taxes.

CHANGING CRITERIA

The IRS screening criteria were broadened in July 2011 to cover "organizations involved with political, lobbying or advocacy" seeking tax exemption, according to a TIGTA timeline of events.

Further broadening of the criteria occurred in January 2012 and again in May 2012, the document said.

Issa has vowed to investigate the matter and the House committee he chairs has the power to issue subpoenas. At least one other congressional panel intends to hold hearings, giving Republicans multiple opportunities to hammer the agency and the White House over the affair that had been brewing for months.

Lerner said IRS agents in Cincinnati targeted conservative groups "without talking to managers." The staffers were trying to deal with a crush of applications for tax-exempt status by using key words to get through the paperwork faster, she said.

About 300 applications were initially flagged for closer scrutiny. Of those, 75 were chosen for that treatment based on the presence of the key words in their names.

THOUSANDS OF APPLICATIONS

Each year the IRS reviews as many as 60,000 tax-exempt applications from groups ranging from charities to labor unions. Some are classified as 501(c)(4) groups after the section of the tax code that makes them tax-exempt. Such organizations can collect money from anonymous donors and spend it on advertising.

To get and keep their tax-exempt status, 501(c)(4) groups cannot endorse a political candidate or a political party.

The number of groups seeking 501(c)(4) status more than doubled from 2010 to 2012, coinciding in part with the surge of Tea Party enthusiasm. In 2010 the U.S. Supreme Court issued its "Citizens United" decision lifting government limits on corporate spending in federal elections.

Consumer groups have been pushing the IRS to clarify the standards for "social welfare organizations," as they are known in Section 501(c)(4) of the tax code, to ensure that they are not abusing their tax-exempt status.

Three dead, three safe after 36-hour Trenton hostage drama

Three children are safe after a 36-hour standoff with an armed man in Trenton, N.J., ended early Sunday, state law enforcement officials said.

But the bodies of a woman, presumed to be home owner Carmelita Stevens, 44 -- the mother of the children -- and a young boy, presumed to be her 13-year-old son, were found decomposing in the home, police revealed at a Sunday morning press conference.

The hostage taker, identified as Gerald "Skip" Murphy,? 38, was also killed during the rescue, officials said. He was not believed to have been related to any of the children.

The freed children, a 4-year-old boy, and 16- and 18-year-old girls, were being treated at a local hospital.

Lt. Steve Varn of Trenton Police said the hostage situation ended shortly before 5 a.m. ET, adding that the area around the home where it took place is now secure.

Police were alerted to the situation on Grand Street in Trenton at 2:47 pm on Friday, officials said.

Cops had received a call from a relative of Stevens, saying she hadn't been seen her for a "long period of time" and that her two daughters had not been in school for 12 days, said Mercer County Prosecutor Joseph L. Bocchini Jr. at the Sunday news briefing.

When officers arrived at the Stevens home, they didn't get a response when they knocked on the door, so made a forced entry through a rear door, Bocchini said. When they entered the residence, they immediately smelled the stench of a rotting corpse, and could see maggots, he said.

Upstairs, they found Murphy had barricaded himself inside the house with ?multiple? hostages, saying he had a gun and explosives.

When police officers secured the rest of the premises, they discovered a 19-year-old man in the basement, also Stevens' son, who said he hadn't seen his mothers or sisters since mid April.

Homes in the surrounding area were also evacuated as a precautionary measure as hostage negotiators spent nearly two days communicating with Murphy, officials said. Food and bottled water was passed through an upstairs window for the children.

But, noting what NJ State Police Col. Rick Fuentes called Murphy's "deteriorating state of mind," officers eventually made an entry into the room where the hostages were being held, and a single shot was fired at the suspect as he made a violent move toward one of the children.

Murphy, who had warrants for not registering as a sex offender, and a rap sheet that included assault, robbery, weapons and child endangerment charges, was taken to a hospital where he was later pronounced dead.

Officials said it was too early to determine exactly when Stevens and the young boy had been killed, but said that they were in a state of decomposition.

Trenton police were supported by state police and FBI as well as the city?s arson and bomb and canine units, Varn said.

NBC News' Justin Kirschner and Alastair Jamieson contributed to this report.

MSNBC's Craig Melvin reports that police are negotiating with a suspect in an unfolding hostage standoff in Trenton, NJ.

World's 'most beautiful' eternal flame reveals potential new gas source

Indiana University

A gas-fired flame shines through a waterfall at Chestnut Ridge Park in Erie County, N.Y.

?

By Douglas Main, LiveScience

Nestled behind a waterfall in western New York state is an eternal flame whose beauty is only surpassed by its mystery. It is one of a few hundred "natural" eternal flames around the world, fed by gas seeping to the Earth's surface from underground, said Arndt Schimmelmann, a researcher at Indiana University in Bloomington, Ind.

But even within this rarefied group, this flame is special. Perhaps lit by Native Americans hundreds or thousands of years ago, it is fed by a new type of?geologic process?that hasn't been recorded before in nature, Schimmelmann told OurAmazingPlanet.

Typically, this type of gas is thought to come from deeply submerged, ancient and extremely hot deposits of shale, a kind of rock. Temperatures have to be near the boiling point of water or hotter to break down the large carbon molecules in shale and create smaller molecules of natural gas, Schimmelmann explained. [Image Gallery: One-of-a-Kind Places on Earth]

A curiosity "nobody believed in"
In this case, though, the rocks that feed the flame are only warm ? "like a cup of tea" ? as well as geologically younger than expected, and shallow, Schimmelmann said. Those findings suggest the gas is being produced by a different process, whereby some sort of catalyst is creating gas from organic molecules in the shale, he said.

"This mechanism has been proposed for many years, but it was a curiosity that nobody believed in," Schimmelmann said. "We think there's a different pathway of gas generation in this location and that there probably is elsewhere as well." If that's true, and gas is naturally produced this way in other locations, "we have much more shale-gas resources than we thought," he added.

Originally, Schimmelmann and his colleague Maria Mastalerz, of the Indiana Geological Survey, were tasked by the U.S. Department of Energy to estimate the total amount of methane that seeps out of the ground in parts of the eastern United States. To help, they recruited Giuseppe Etiope, a researcher at the National Institute of Geophysics and Volcanology in Italy, and world expert on natural?gas seeps?and eternal flames, Schimmelmann said.

A flame eternal
Etiope guided the researchers to the aforementioned eternal flame in Chestnut Ridge Park in western New York, calling it "the most beautiful in the world," Schimmelmann said. They also looked at a "permanently burning pit" in Cook Forest State Park in northwestern Pennsylvania, although this eternal flame is not as special because it?s supplied by an old gas well, Schimmelmann said. The team reported their findings on the New York eternal flame in a study?published in the May issue?of the journal Marine and Petroleum Geology.

Their results were consistent with estimates that about 30 percent of all methane emitted worldwide comes from natural sources such as these gas seeps. When possible, it can actually be beneficial to set fire to these gas seeps to create "eternal flames." Fire converts methane to carbon dioxide, which?traps about 20 times less heat than methane?in the atmosphere, Mastalerz told OurAmazingPlanet.

However, "macro seeps" that can be lit and form eternal flames remain rare. In most cases, gas percolates through soil ? where?methane-eating bacteria?convert it into carbon dioxide, Schimmelmann said ? or it comes out in a location that can't sustain combustion. In the case of the New York flame, gas percolates in a naturally hollowed-out chamber, where the flame flickers eternally.

The New York gas seep also features the highest concentration of ethane and propane of any seep in the world, according to the study.

April surplus of $113B lowers US budget deficit

WASHINGTON (AP) -- The U.S. government reported a rare surplus of $113 billion for April ? the largest in five years and a sign of the nation's improving finances.

Steady economic growth and higher tax rates have boosted the tax revenue in recent months, keeping this year's annual budget deficit on pace to be the smallest since 2008. A smaller deficit is also likely to give negotiators more time to work out a deal on raising the nation's borrowing limit.

Through the first seven months of the budget year, the deficit was $488 billion, according to the Treasury. That's lower than last year's deficit of $720 billion over the same period.

Even with the improvement, the deficit for the full year will still be quite large: the Congressional Budget Office expects it will reach $845 billion when the budget year ends on Sept. 30. While that would be the first annual deficit below $1 trillion since 2008, it would still be the fifth-largest deficit in U.S. history.

The federal deficit represents the annual difference between the government's spending and the tax revenues it takes in. Each deficit contributes to the national debt, which recently topped $16 trillion.

A smaller deficit is taking pressure off of negotiations to raise the federal borrowing limit. Lawmakers and the Obama administration agreed in January to suspend the borrowing limit until May 18. But higher revenues and less spending will likely extend the deadline until the fall.

Revenue has risen 16 percent so far this budget year to $1.6 trillion. That's the biggest tax haul for the October-April period on record, a senior Treasury official said.

The government will also benefit next month from a $59.4 billion payment from mortgage giant Fannie Mae and a $7 billion payment from Freddie Mac. The mortgage giants are profitable again and are paying dividends to the government in return for the loans they received during the financial crisis.

In an interview with CNBC Friday, Treasury Secretary Jacob Lew said that in part because of Fannie's payment, the government's borrowing limit won't be reached until "at least after Labor Day" in early September. Many analysts had expected another budget battle this summer. In 2011, a dispute between the Obama Administration and Congress over whether to raise the limit lasted until the final day.

Despite the extra time, Lew urged Congress to "deal with this right away" and avoid another last-minute battle.

There is usually a surplus in April because that is when the government receives an influx of annual tax payments. But tax receipts this April are 28 percent higher than in April 2012. And the surplus is nearly twice as high.

The increases partly reflect higher tax rates that began this year. Social Security taxes rose 2 percentage points after a two-year cut expired. And income tax rates for the highest-earning 1 percent of the population also increased.

Accelerated dividend and bonus payments also boosted tax receipts earlier in the budget year. Many companies made special payments at the end of last year in anticipation that taxes would increase in 2013. As a result, income tax payments that weren't withheld jumped 40 percent in April compared with the same month a year ago.

Modest economic growth has also helped. Corporate income tax receipts have increased 16 percent in the first seven months of the budget year. And Goldman Sachs has estimated that better growth has boosted tax receipts by 7 percent a year since 2009.

Spending has declined 1 percent in the first seven months of the budget year. Defense spending has fallen $18 billion, or 5 percent. Spending on unemployment benefits has dropped $14 billion, or 21 percent. The Treasury Department has also recalculated the cost of its bank bailout program, as more of those funds have been repaid. That's lowered the cost of that program by $50 billion this year.

And across-the-board government spending cuts that began on March 1 will likely lower spending in the coming months.

President Barack Obama's administration has coincided with four straight $1 trillion-plus deficits.

The deficit reached a record $1.41 trillion in budget year 2009, which began four months before Obama was inaugurated. That deficit was largely because of the worst recession since the Great Depression. Tax revenue plummeted, while the government spent more on stimulus programs.

The budget gaps in 2010 and 2011 were slightly lower than the 2009 deficit as a gradually strengthening economy generated more tax revenue.

President George W. Bush also ran annual deficits through most of his two terms in office after he won approval for broad tax cuts and launched wars in Afghanistan and Iraq.

The last time the government ran an annual surplus was in 2001.

411: Damages in a Wrongful Death Case | Aronberg & Aronberg ...

?funerals

?Wrongful death? sounds like an odd ? redundant ? phrase to most people (and with good reason). Why qualify the word ?death? with a variant of the word ?wrong?? Isn?t death always ?wrong? in one way or another? Well, in the realm of the legal system, a ?wrongful death? case is an instance in which damages are sought against an individual or other type of party for causing a death. Essentially, in a wrongful death case, the death was not caused by natural causes or a pure accident?nor was the result of homicide. Wrongful death cases stem from someone, or some party, acting in a negligent fashion, such negligence leading to the death of another. This type of death-causing negligence could come in the form of reckless driving, malpractice by a doctor, etc.

In the aftermath of losing a loved one, one?s entire world is altered. In the midst of putting that world back together, one of the steps ? if the loved one suffered a wrongful death ? is talking to a personal injury attorney, like those at the Law Offices of Aronberg and Aronberg, about seeking damages against the liable party. Will recovering financial damages from the party whose negligence led to the death of your loved one fully replace the void in your life, left by the absence of the loved one? Of course not! In no way do we ? or any other rational individual ? try to suggest that money ? any amount of money ? can ever replace the presence of a loved one. However, seeking the damages you are entitled to can certainly mitigate the amount of suffering you need to endure in the process of mourning and continuing your life after the loss of a loved one.

Damages can be recovered based on a variety of considerations, some of which may be more obvious than others. Let?s start with the more commonly recognized areas from which damages can be recovered: medical bills and funeral/burial costs. Obviously, if it is proven that someone or some party acted in such a negligent manner than their actions led to the wrongful death of another, the culpable party can be?liable for covering the costs of the medical bills and the funeral/burial costs. Why should the family, who just lost a victim due to the wrongdoing of another, have to bare the brunt of the cost of the necessary expenditures associated with a relative?s death? Hospital bills, burial plots, funeral processions; all of these can take quite a toll on a checkbook, and financing the postmortem requirements of a loved one should not be something that a loved one in mourning need worry about as they grapple with their unfortunate circumstances.

Next, let?s discuss lost income. Let?s say the person who died a ?wrongful death? was the primary breadwinner in the family? With that person no longer generating income for the household, the livelihood of everyone dependent on that income is jeopardized. Who will pay for the food? The mortgage? The car payments? The tuition bills? The electricity? All of these are financial nuisances and burdens that loved ones shouldn?t have to worry about ? or pay for! ? if their loved one was taken from them simply due to the negligence of another. With the help of a trained attorney, if your loved one was killed due to the negligence of another, you can go after damages based on the lost income to cover expenses you won?t be able to cover without the income previously generated by the now-deceased loved on. On the other hand, if the victim of the wrongful death were a young child, calculations can be performed, using mathematically-crafted formulae, to determine how much money that child would have earned over their life; education, family statistics, intelligence, etc., are taken into account to reach this figure. The family of the lost child can go after that amount of money as well, for it is expected that the child would have earned that much money were they not taken from this earth due to the negligence of another.

Last, but certainly not least: pain and suffering due to the loss of a loved one. Just as lifelong expected earnings can be calculated, so too can the financial value of loss of companionship that can lead to nearly unbearable pain and suffering. Let?s say the individual who was taken from you was your confidant? Your family member and best friend? What if you suffer emotional damage from the loss that impacts every aspect of your life? Based on the rates of clinical psychologists, psychiatrists and many other statistical factors, equations can be performed to determine the precise dollar value of your emotional suffering due to the loss of a loved one in the case of a wrongful death.

Money isn?t everything, and it certainly can?t fill the gap in your life that can be left by the early departure of a loved one. Still, if your family member was unjustly taken from you by way of a wrongful death, you should seek compensation to ease your suffering.
